The Japanese government has signaled its intent to further promote public-private partnerships (PPPs) and private finance initiatives (PFIs) to resolve social issues such as tight fiscal conditions, the declining working-age population, and aging infrastructure, while also driving economic growth. Internationally, the landscape for infrastructure development is rapidly evolving, with increasing demand for digital and decarbonization technologies, cooperation with nations in the Pacific Islands and South Asia, as well as ASEAN member states, and diversification of development methods. There has been an uptick in efforts to participate in PPP projects and utilize official development assistance (ODA).
